Biography James Neilson is a Senior Project Manager at the City of St. Catharines. James has over a decade of heritage planning experience in the public and private sector, including positions with the Ministry of Tourism, Town of Oakville, the City of Toronto, ERA Architects and ASI. James has a Masters of Environmental Studies (Planning) from York University and a Bachelors Degree in Politics from Trent University.
