Biography Carter Beaupre-McPhee is a Heritage Planning Researcher with Halifax Regional Municipality, a professional member of the Canadian Association of Heritage Professionals (CAHP), a Licensed Professional Planner (LPP), a Member of the Canadian Institute of Planners (MCIP), and a 2020 graduate of Dalhousie University's Master of Planning program. In his current role, Carter researches and writes detailed reports to support the registration of heritage properties. He also drafts and presents staff reports to Regional Council, administers heritage grant programs, contributes to heritage planning policy and process development, and reviews and facilitates heritage development agreement applications, among other responsibilities.
