Ms. Rielly has over 25 years experience in policy planning, municipal planning and private development. Her planning experience has been divided between acting as a consulting municipal planner for the Pine Ridge Municipal Agency, Municipality of Port Hope, County of Prince Edward and County of Northumberland, and providing private development advice and management. Her experience includes residential and industrial plans of subdivision and condominium applications, re-development feasibility studies, development charges background studies, waterfront residential developments, site plans, retail and tourist commercial projects, master plans and community development initiatives, heritage impact studies, and cultural heritage evaluation reports. Heather has authored several zoning bylaw amendment updates and consolidations for municipal clients and has submitted zoning bylaw and official plan amendment applications as part of her private development work, including submissions to the City of Kingston, City of Belleville, City of Quinte West, and the County of Prince Edward. In addition to a Masters degree in urban and regional planning from Queens University, Heather holds a Masters degree in Canadian history. Heather has appeared before the OMB as an expert witness regarding cultural heritage. She is a member of the Canadian Association of Heritage Professionals (CAHP).
